Chapter I General Provisions

Article 1 In order to clarify the responsibilities of the Academic Degree Evaluation Committee, standardize the procedures of degree conferment and ensure the quality of degree conferment, this constitution is formulated in accordance with the Regulations of the People's Republic of China on Academic Degrees, the Provisional Measures for the Implementation of the Regulations of the People's Republic of China on Academic Degrees and the relevant regulations of the Academic Degrees Committee of Guangdong Province, taking into account the situation of the university.

Chapter II Organizational Structure

Article 2 The Academic Degrees Evaluation Committee (hereinafter referred to as the Academic Degrees Committee) is established in the university and is responsible for the work of conferring bachelor's degrees in the university under the leadership of the president. The Academic Degrees Committee of the university shall consist of nine to twenty-five members (odd number), with one chairman and one to two vice-chairmen, whose term of office shall be two to three years. The members of the Academic Degree Evaluation Committee of the university shall be professors, associate professors or persons in charge of the teaching units and relevant functional departments with equivalent titles, as well as experts and scholars of high academic level outside the university, and the number of members with the titles of professors or equivalent professors shall be more than half.

Article 3 The Academic Degrees Office (hereinafter referred to as the Academic Degrees Office) is set up under the Academic Degrees Evaluation Committee of the university as the daily office, which is attached to the Academic Affairs Office and is responsible for handling the daily affairs of bachelor's degree conferment. The Dean of the Academic Affairs Office shall be the head of the office.

Article 4 Each faculty and department shall set up a sub-committee for the evaluation of bachelor's degree, which shall be responsible for the evaluation of bachelor's degree of the faculty and department. The sub-committee shall consist of seven to fifteen members (odd number), with one chairman and one vice-chairman, and the chairman shall be a member of the Academic Degrees Committee of the university for a term of two to three years. The list of members shall be proposed by each faculty and submitted to the Academic Degrees Committee of the university for approval.

Chapter III Scope of Duties

Article 5 Duties of the Academic Degrees Committee of the university

(1) To examine and approve the list of persons to be awarded bachelor's degree.

(2) To examine and approve the list of persons not to be awarded bachelor's degree.

(3) To make the decision of revoking bachelor's degree

(4) To approve the names of members of the sub-committees of academic degrees of each faculty

(5) To make the resolution on the examination and approval of the record of the new bachelor's degree conferring majors

(6) Studying and handling disputes and other matters in the work of degree conferment.

Article 6 Duties of the Sub-committee on the Evaluation of Bachelor's Degrees

(1) To be responsible for examining the qualifications of students of faculties and departments for bachelor's degree conferment

(2) Receiving students' applications for bachelor's degree, examining relevant materials one by one, proposing the list of students to be awarded bachelor's degree or not, publicizing it in the faculty and department, and submitting it to the Academic Degrees Committee of the university.

(3) Studying the controversial issues in the work of bachelor's degree conferment in the faculty or department and reporting the recommendations on handling them to the Academic Degrees Committee of the university

(4) To complete other tasks assigned by the Academic Degrees Committee of the university.

Article 7 The Academic Degrees Committee of the university shall hold two meetings each year. If there is any major issue that needs to be decided, the chairman or deputy chairman may propose to convene an additional plenary meeting of the Academic Degrees Committee, or the chairman or deputy chairman may, on the basis of consulting the members of the Academic Degrees Committee, study and solve the issue with the relevant sub-committee on academic degree evaluation and report to the next plenary meeting of the Academic Degrees Committee.

Article 8 The Academic Degrees Committee of the university shall make resolutions on the issues discussed within the scope of its work. The resolution shall be made by secret ballot. The meeting shall be held only when two thirds or more of the members are present, and the resolution shall be passed only when two thirds or more of the members present vote in favor of it.

Chapter IV Approval and Revocation of Degrees

Article 9 In the first half of each year, the sub-committees for academic degree evaluation shall examine each graduate according to the requirements of the Implementation Rules for the Awarding of Bachelor's Degrees of Guangzhou Technology and Industry College and determine the list of graduates to be awarded or not to be awarded according to the materials such as the ideological and political performance of the graduates, the academic results of previous years, the results of internship and graduation thesis (design), and the awards and punishments.

Article 10 The Sub-committees for Academic Degree Evaluation shall examine the Letter of Evaluation of Bachelor's Degrees of Guangzhou Technology and Industry College and sign the opinions; they shall form the List of Bachelor's Degrees Conferred by Undergraduates of Guangzhou Technology and Industry College and the List of Bachelor's Degrees Not Conferred by Undergraduates of Guangzhou Technology and Industry College and submit it to the Office of Academic Degree Evaluation Committee of the university for examination.

Article 11 The office of the Academic Degree Evaluation Committee of the university shall summarize the list of bachelor's degree conferment and the list of students not to be conferment of bachelor's degree from each faculty and department, and submit them to the Academic Degree Evaluation Committee of the university after examination.

The Academic Degree Evaluation Committee of the university shall convene a plenary meeting to consider the conferment of bachelor's degrees on fresh graduates and approve the list of students who are awarded or not awarded bachelor's degrees.

Article 12 The Academic Degrees Committee of the university has the right to revoke the bachelor's degree awarded to a student whose performance during his or her study period is found to be not up to the requirements after the degree is awarded.

Article 13 The Academic Affairs Office is responsible for the production and issuance of bachelor's degree certificates. The effective date of the certificate shall be the day when the Academic Degrees Evaluation Committee of the university makes the decision.

Chapter 5 Handling of Objections to Degree Conferral

Article 14 If there is any objection to the result of the degree conferral, the Academic Degrees Committee of the university may submit written opinions to the Academic Degrees Evaluation Sub-committee of the faculty. The Academic Degrees Evaluation Sub-committee of the faculty shall investigate and verify the results and submit written opinions to the Academic Degrees Evaluation Committee of the university.

Chapter 6 By-laws

Article 15 The present statute shall be implemented as of the date of its publication, and the original document No. 144 [2017] of Guangzhou Institute of Technology and Industry 'Statute of Degree Evaluation Committee of Guangzhou Institute of Technology and Industry (Provisional)' shall be repealed.

Article 16 The Office of the Academic Degree Evaluation Committee of the university shall be responsible for the interpretation of these statutes.
